Overview

Invitation for The Pre-Qualification of Contractors

The Government of the Cooperative Republic of Guyana (GOGY) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Hospitality and Tourism Training Institute Project and intends to apply a portion of the proceeds to eligible payments under this contract.  Payment by CDB will be made only at the request of the Government of the Cooperative of Guyana and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the Government of the Cooperative Republic of Guyana shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Ministry of Finance (MOF) is the Executing Agency for the Project, and the Ministry of Education, is responsible for the overall implementation of the project.  A Project Management Unit (PMU) has been established to coordinate the various activities within the Project. The works pertains to the construction of a New Hospitality and Tourism Training Institute following at Port Mourant, East Berbice, Region#6, Guyana. Specifically;

  1. Block C: Training Facilities having a footprint of approximately 2,850 sq.m (two-storey building with a reinforced concrete frame and reinforced concrete floors).
     
  2. Block D: Classrooms and Student Facilities having a footprint of approximately 1,150 sq.m (two-storey building with a reinforced concrete frame and reinforced concrete floors).
     
  3. Electrical Main Infrastructure.
     
  4. External Works – Site Preparation, Security Office, Gates, Fence, Roads & Car parks, concrete drains, septic tanks, reservoir, Access & Walkway and Generator building in an area of approximately 4 acres.
     
  5. Mechanical Installation.

The PMU intends to prequalify contractors for the construction of a new Hospitality Training Institute.  It is expected that invitations for bids will be issued in November 2022.

Eligibility

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and is either:

  1. more than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or
  1. owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the Procurement Policy for Projects Financed by CDB (November 2019) and the Procurement Procedures for Projects Financed by CDB (November 2019).
     

Eligible countries are member countries of CDB.

The requirements for pre-qualification will include:

  1. an average annual turnover (defined as billing for works in progress and completed) over the last five (5) years of two million United States dollars (US$2,000,000);
  1. demonstrable cash flow (including access to credit) of eight hundred and fifty thousand United States dollars (US$850,000) equivalent; and
  1. experience as prime contractor in the construction of at least one (1) contract with similar volume of construction works and complexity comparable to the proposed project activity within the last twelve (12) years at a value of at least six million United States dollars (US$6,000,000) (to comply with this requirement, works quoted should be at least eighty (80) percent complete).

Interested eligible applicants may obtain further information from the Project Management Unit at the first address below, Monday to Friday from 8:00 a.m. to 4:00 p.m. Guyana time from September 9, 2022.  A complete set of the prequalification documents in English may be obtained by interested applicants by emailing gsdep.coordinator@moe.gov.gy through a written request on the bidder’s letterhead to the following address:

Prequalification submissions must be in English and must be submitted by 09:00 hours, Guyana time on Tuesday, October 25, 2022.

There are two options for submitting prequalification information.  These are:

(a)        By electronic submission to the email address indicated in the first address below.  The “Subject” field of the email message must read: “Application to Prequalify for the Construction of a New Hospitality Institute, Ref. No. HTTI-01”.  The submission will be deemed to have been received at the time that it is received by Tuesday, October 18, 2022. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the bidder’s computer.; or

(b)       One original and two hard copies in a sealed envelope to the second address below.  The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Application to Prequalify for the Construction of a New Hospitality Institute, Ref. No. HTTI-01”
 

The Ministry of Education reserves the right to accept or reject late applications or to cancel the prequalification process.  The Ministry of Education will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
