At-risk children and youth in St. Kitts and Nevis will shortly benefit from a facility dedicated to improving the quality of juvenile custodial care, while emphasising rehabilitation, thanks to the Child Development Project (CDP) funded by Caribbean Development Bank (CDB). The project implemented by the Ministry of Social Services, Community Development, Culture and Gender Affairs, was inaugurated on March 13, 2013. Speakers at the inauguration included Rt. Hon. Dr. Denzil L. Douglas, Prime Minister, who delivered the feature address; Minister of Social Services, Community Development, Culture and Gender Affairs, Hon. Marcella Liburd; Mr. Peter Jenkins, Architectural & Engineering Consultant, and Mr. Raphael A. Archibald, Project Coordinator of the Child Development Project and Dr. Martin Baptiste, Operations Officer (Education), CDB. Located at Harris Village in St. Kitts, the New Horizon Rehabilitation Centre will cater to juvenile offenders including those on remand. The Centre forms part of holistic approach by the Government of St. Kitts and Nevis, supported by CDB, to address the individual and social risk factors which increase the probability of juvenile offences. The rehabilitation Centre can accommodate 20 males and 10 females, and will provide quality treatment consistent with the Conventions on the Rights of the Child, including psychosocial support to the residents, as well as development services and training opportunities to enhance the employment and education prospects of those graduating from the programme. The CDP includes a system for early detection, and remediation of learning deficits and behavioural difficulties, as well as training in counseling and behavioural management for teachers, officers of the Juvenile Court and parents. An improved foster care system and the establishment of a management information system for the Department of Probation and Child Protection Services were also areas addressed through the CDP. Through the intervention, it is hoped that there will be a reduction in juvenile crimes, the successful reintegration of residents of the Centre into the society and reduction in violent incidents in schools.
