CDB Hosts Procurement and Contract Management Workshop for St. Lucian Government Officials

Public sector officials involved in the procurement process in three St. Lucian government ministries and departments are now more knowledgeable on the policies, processes and procedures to be followed for Caribbean Development Bank (CDB) funded projects.
25 persons from the Ministry of Physical Development, Housing and Urban Renewal; the National Housing Commission; and the Ministry of Finance, Economic Affairs and Social Security participated in a ‘CDB Procurement and Contract Management' workshop on February 17 and 18, 2014, at the Bay Gardens Inn, Rodney Bay, St. Lucia.
The two-day workshop conducted by Mr. Norman Cameron, Head of Procurement, CDB, outlined the procedures and documentation required for the procurement of consultants, goods and works for projects funded and partially funded by CDB. "Procurement is an important part of the project process, as such, it is critical that the relevant public servants in our member countries understand the governing mechanism so that project progression is not hindered due to procurement non-compliance," said Mr. Cameron.
Mr. Hermes Foster, Project Manager of Civil Works, Settlement Upgrading Project, Ministry of Physical Development, Housing and Urban Renewal (MPDHUR) said, "Both days have been very informative. We are now using CDB's new procurement guidelines and the workshop helped to clarify questions we had with respect to the procurement of consultants and the prequalification of contractors, especially regarding the correct documents to be used for national competitive bidding and international competitive bidding."
Colleague, Ms. Kirsten Lambert, Quantity Surveyor, Settlement Upgrading Project, PROUD Programme, MPDHUR, added, "Especially helpful for me was the information shared specific to request for proposals. We are in the process of completing the assessment for the expressions of interest for two projects. The knowledge learnt during the workshop will greatly help fast track this part of the process. In addition, I have received clarification regarding methods of procurement used by CDB."
The Procurement and Contract Management workshop was organised by CDB in collaboration with MPDHUR, and specifically targeted personnel engaged on the CDB-funded Settlement Upgrading Project.
