Overview
The Caribbean Development Bank (“CDB” or “the Bank”) hereby invites tenders for the operation of a restaurant service at the Wildey Conference Centre (“the Centre”), located at the Bank’s headquarters, for a period of two (2) years commencing July 1, 2019 on the basis of a concession fee as a fixed monthly amount payable in advance.
The successful tenderer will be required to:
- provide hot meals, snacks and beverages at breakfast, lunch and at such other times as may be specified by the Bank for staff, visitors to the Bank, participants of corporate meetings, conferences, social receptions, and the general public;
- provide high quality meals and catering services which meet the Bank’s expectation in terms of diversity and taste;
- provide own equipment except that set out in paragraph 1.03(b) below;
- operate the restaurant service and maintain the cleanliness of the restaurant and the toilet facilities serving the restaurant and the Centre in accordance with national and international health and safety standards and requirements, including the Health Services (Food Hygiene) Regulations, 1969 (as amended) and the Health Services (Restaurants) Regulations, 1969 (as amended) of the laws of Barbados;
- have a highly motivated, disciplined, trained and experienced workforce in providing food and catering services (; and
- exhibit exemplary customer service skills in the execution of the services.
The Bank will provide:
- a recently upgraded restaurant space comprising a kitchen, storeroom, office, drop-in counter, bathroom facilities and a dining area which seats approximately 100 persons (“the premises”);
- basic kitchen equipment including stove, freezer, chiller, fryer, and stainless steel tables; and
- a telephone line for internal communication.
About CDB
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region. CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.
CDB’s member countries are Anguilla, Antigua and Barbuda, The Bahamas, Barbados, Belize, Brazil, the British Virgin Islands, Canada, the Cayman Islands, Colombia, Dominica, Germany, Grenada, Guyana, Haiti, Italy, Jamaica, Mexico, Montserrat, The People’s Republic of China, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, Trinidad and Tobago, the Turks and Caicos Islands, the United Kingdom and Venezuela.
The Bank serves a culturally diverse population. Approximately two hundred (200) members of staff hailing from various member countries of the Bank work at the headquarters at Wildey. Therefore, it is envisaged that the successful tenderer will provide food that is safe, nutritious, tasty, and diverse, which caters to the needs of the Bank, its staff, visitors and participants of corporate meetings, conferences and social receptions.
Tender Requirements
Tenders shall include or be submitted with the following:
(a) General information regarding applicant’s background:
- business profile including na ame, contact details of the applicant and number of persons employed. ALL CORPORATE TENDERS must include with their tenders a copy of the company’s Certificate of Incorporation as evidence of the fact that the company is an existing registered company as at the date of tender. Failure to provide the Certificate of Incorporation will render the tender void;
- certificates from the Director of the National Insurance Scheme and the Commissioner of Inland Revenue, attesting that there are no outstanding payments due to those authorities;
- a statement of the applicant’s ability to provide the services, including years of training, experience and record of similar services provided;
- a list of major clients served within the last two (2) years;
- two (2) references from clients served within the last two (2) years;
- certified copies of permits/licences in respect of the provision of catering/hospitality services (including valid Food Handlers permits for all employees); and
- a statement that the applicant is able to successfully complete previous contracts and has no pending litigation to impede its ability to perform the services.
(b) Menu information
- a detailed listing of the different offerings of breakfast, lunch, snacks and other catering services. The listing must include prices and portion sizes along with offerings for persons with special dietary requirements;
- a sample weekly menu; and
- an indication of the rotation schedule of menu items.
Tenders submitted without the required information and supporting documents will not be considered.
Evaluation Criteria
The criteria for evaluating tenders includes the following:
- experience of applicant;
- qualifications, training and level of competency of staff;
- knowledge and compliance with health and safety standards;
- ability to meet the needs of the Bank and its diverse population;
- compliance with applicable laws and regulations (including labour laws);
- financial standing;
- treatment of left-overs and waste materials;
- food preservation and handling;
- equipment used;
- portion sizes ;
- price of foods;
- variety of foods;
- friendliness of staff;
- taste and quality of food;
- attire of staff;
- treatment of staff;
- food display and presentation; and
- satisfaction of all other requirements stated in this invitation.
Selection Process
The selection process will include:
- a formal interview;
- an opportunity for the applicant to visit the premises; and
- service of sample breakfast, lunch and snacks to a selected group of the Bank’s staff.
General
The successful tenderer will be required to enter into a contract with the Bank for the provision of the restaurant services. As a condition of the contract the successful tenderer will be required to provide a surety for the due performance of the contract by one of the following methods:
(a) a deposit with the Bank of a sum of money or approved securities to the value of not less than 10% of the contract.
OR
(b) by way of a bank guarantee for not less than 10% of the contract price from a bank located in a member country of the Bank and acceptable to the Bank. The cost of obtaining such guarantee shall be the responsibility of the contractor who need not specifically make arrangements for sureties unless and until the tender has been accepted.
TENDERERS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT CAP 349 OF THE LAWS OF BARBADOS SHALL IN SO FAR AS APPLICABLE TO THE TENDER APPLY TO ANY CONTRACT MADE IN RESPECT OF THE TENDER. FULL DETAILS OF CONDITIONS OF THE ACT 349 CAN BE OBTAINED FROM THE CHIEF LABOUR OFFICER, NATIONAL INSURANCE BUILDING, BRIDGETOWN.
The Bank’s “Strategic Framework for Integrity, Compliance & Accountability”, published in 2015, applies to the procurement of services under this invitation. Therefore, all tenderers are required to observe the highest standards of ethics and integrity during the tendering process and in the execution of any contract which may ensue.
The Bank does not bind itself to accept the highest or any tender.
