Overview

The Government of Haiti (GOH) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to twelve million, five hundred thousand United States dollars (USD12.5 mn) towards the cost of the Technical Education and Vocational Training Project (Phase II) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOH and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOH shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of National Education and Vocational Training (MENFP), through the Program Coordination Unit For Vocational Training (UCP-FP), National Institute for Vocational Training (INFP), the Executing Agency, now wishes to obtain consultancy services for the development of architectural and engineering designs and associated tender documents towards the construction of the Maritime Training Institute Campus, on behalf of the Service Maritime et de Navigation d’Haïti (SEMANAH).

The objective of the consultancy is develop an overall site plan for the Maritime Training Institute Campus also called the l’Institut national de formation aux métiers de mer (INFMM), to carry out the architectural and engineering designs of the National Maritime Training Institute and to develop the associated tender documents for the works with a view to launching and supporting the related tender process for the selection of a contractor.

The expected key deliverables are:

  1. The overall site development plan of INFMM Campus;
  1. Preliminary and detailed architectural and engineering design of the INFMM Campus in accordance with the applicable seismic and hurricane design standards;
  1. Architectural and engineering design of the Jetty structure to be appropriately located on the site plan; and
  1. Preparation of tender documents for the selection of a Contractor to carry out the works.

The design firm is expected to complete the; site plan, architectural and engineering designs and the preparation of the associated tender documents, over a period of One Hundred Eighty (180) calendar days.

MENFP/INFP now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of the CDB.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

In the assessment of the submissions, the technical competence of the proposed Consulting Firms to conduct the studies will be taken into account, the qualifications and the general experience of the firm, the specific experience of the firm on studies of similar complexity and scope, the financial capacities and current commitments, including:

  1. General experience in the architectural and engineering design with a minimum of at least ten (10) years in construction projects;
  2. Completion of at least ten (10) similar projects in recent years; and
  3. Completion of at least two (2) architectural and engineering design consultations in the past five (5) years for major construction projects with a minimum works value of at least USD2,500,000.00 each.

All information must be submitted in French and English.  Further information may be obtained from the first address below between 08:00 AM and 3:00 PM, Monday to Friday.

Instructions

Expressions of Interest must be received by electronic mail to the first address below no later than 12:00 PM (Noon), Haiti time, July 17, 2020 and electronic copies must be sent to CDB at the second address displayed below.  The subject line of the email for each submission should state: “Expression of Interest – Consultancy Services for the Development of Architectural and Engineering Designs for the Construction of the Maritime Training Institute Campus, on behalf of the Service Maritime and de Navigation d’Haiti (SEMANAH)”.

Following the assessment of submissions, a short-list of not less than three (3) and not more than six (6) applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. GOH reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
