Overview

The Caribbean Development Bank (CDB or the “Bank”) and the International Trade Centre (ITC) have partnered to leverage CDB’s resources to support women’s economic empowerment by providing technical assistance to women-owned and women-led MSMEs in CDB’s BMCs.  In this regard, the Bank approved four hundred and fifty thousand United States dollars (USD450,000), from resources of CDB’s Special Development Fund (SDF) to assist in financing the implementation of the Project. 

The expected impact of the project is inclusive economic growth in CDB’s BMCs through increased participation of women led MSMEs in Trade.

CDB will act as the host institution for the Caribbean with responsibility for administrative, and operational support for the Bank’s BMCs.  In this regard, the Bank is seeking an individual consultant to perform the duties as a Project Coordinator for this project in its BMCs[1]/ in accordance with the attached TOR.  CDB shall conclude an agreement, with agreed monthly fees, with the selected candidate deemed to have the necessary qualifications and experience for a period of 24 months.

The objective of this assignment is to facilitate the smooth implementation and coordination of the Caribbean She-Trade Hub project in accordance with the bilateral agreement between CDB and ITC.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligibility

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country;
  1. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country; and
  1. Consultants from member countries of CDB, will be eligible to participate in these procurement opportunities.

The individual fulfils the following additional criteria:

  1. is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, is in any analogous situation arising from similar procedures provided for in their national legislation or regulations;
  1. has not been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
  1. has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity;
  1. is not subject to prevailing suspension or sanctions by CDB for integrity violations;
  1. is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information; and
  1. does not expose a conflict of interest.

Instructions

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments and specifically:

  1. At least five years’ experience in similar Project Management/ Program Management/Consultancy activities.
  1. A minimum of eight years’ experience undertaking social and demographic assessments, and gender mainstreaming considerations into sector policies and strategies, and operations in Caribbean countries.
  1. Sound knowledge of social sector management and gender issues in Caribbean Countries.
  1. Experience working with national governments, regional and international organisations on gender and social sector related matters will be an asset.

Expressions of Interest must be submitted electronically by email to msme@caribank.org in pdf format no later than 4:00 pm, Barbados time on  September 9, 2022.  The email subject line should state “Expression of Interest – She-Trades Project Coordinator” and the email body must state the name and address of the applicant.  The Expression of Interest will be deemed to have been received at the time that it is received by CDB.  The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer.

Following the assessment of submissions, the most technically capable and appropriately experienced applicants will be invited to negotiate a contract to provide the aforementioned consultancy services.  CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  CDB will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
