Overview
The Government of Jamaica (GOJ) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), in an amount equivalent to £16,710,313 towards the cost of the Southern Plains Agricultural Development Project (SPAD) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOJ and upon approval by CDB, will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Agriculture and Fisheries (MOAF), Southern Plains Agricultural Development Project (SPADP), now invited sealed bids from eligible and qualified Bidders for the Supply and Installation of Pipelines, Fittings and Meters, and Construction of Farm Access Roads, Drains and Flood Protection Works – Bridge Pen (MOAF/SPADP/ W2-W4/06/2021).

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.
Bid documents will be available for inspection at the first address below, from July 5, 2021, on weekdays between 9:00am-3:00 p.m. Jamaican time. A complete set of bidding documents can be requested by interested bidders via email at SPADProcurement@nicjamaica.com . Requests may be made by personal application or in writing. Written applications must be clearly marked: “Request for the Supply and Installation of Pipelines, Fittings and Meters, and Construction of Farm Access Roads, Drains and Flood Protection Works – Bridge Pen (MOAF/SPADP/W2 –W4/07/2021)”.
The documents will be promptly issued in soft copy, but under no circumstance will GOJ SPADP, or MOAF be held responsible for late delivery, loss or damage to the documents.
Hard copies of Bids must be submitted in sealed envelopes, with the name and address of the bidder, and be clearly marked “Tender for the Supply and Installation of Pipelines, Fittings and Meters, and Construction of Farm Access Roads, Drains and Flood Protection Works – Bridge Pen (MOAF/SPADP/W2-W4/07/2021)” and must be delivered to the first address below no later than 2:00 p.m. Jamaica time on October 8, 2021. Bids will be opened publicly immediately after the deadline for submission of bids at 2:15 p.m. Jamaica time on October 8, 2021, in the presence of Bidders' representatives who choose to attend at that address. Qualification information only must be submitted simultaneously to the email in the second address below.
Each bid must be accompanied by a “Bid Security” of Ten Million Five Hundred Thousand Jamaican Dollars (JMD10,500,000.00) or Seventy Thousand United States Dollars (USD70,000.00). Late bids will be rejected.
GOJ /MOAF reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for GOJ/MOAF action. GOJ will not defray any costs incurred by any bidder in the preparation of bids.
