Overview

The Government of Antigua and Barbuda (GOAB) has received for financing from the Caribbean Development Bank (CDB) towards the cost of the Rehabilitation and Reconstruction Loan (Hurricane Irma) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOAB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing

The Ministry of Works (MOW), through its Project Implementation and Monitoring Unit (PIMU) and with technical assistance from the Ministry of Education, Sports and Creative Industries, the Executing Agency, now wishes to procure consultancy services for the provision of psychosocial services for Barbudan children and their families who were affected by natural disasters and other shocks, including COVID-19.

The objective of the consultancy is enhanced provision of socially inclusive and gender-responsive psychosocial services for children and their families in Antigua and Barbuda, following natural disasters.  The duration of the assignment is expected to be for a period of six months.

MOW now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and relevant experience for the provision of these consultancy services. Submissions must include detailed curriculum vitae.

Eligiblity

Consultants shall be eligible to participate if:

  1. the person is a citizen or bona fide resident of an eligible country; and
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.  Consultants are advised to review the eligibility criteria detailed in CDB’s Guidelines for the Selection and Engagement of Consultants (2011).

The attention of interested consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

Instructions

In the assessment of submissions, consideration will be given to qualifications, experience on similar experience, especially in the Caribbean Region.  The consultants are required to possess the following minimum qualifications and experience:

  1. Post-graduate Degree in Clinical Psychology, Counselling, Clinical Social Work or a related field.
  2. Minimum of three (3) years practical professional experience, including psychosocial training and specialisation in mental health.
  3. Minimum of one (1) year practical experience with post-traumatic stress disorders.

Knowledge of psychosocial, gender and social inclusion issues affecting vulnerable groups of children, youth and person with disabilities would be an asset.  Candidates with skills in good communication, developing interpersonal relationships, participatory qualitative and quantitative research, and training are desirable.

All information must be submitted in English. Further information may be obtained from the first address below between 0900 and 1600 hours local time Monday to Friday.

An electronic copy or an original and two hard copies of the Expression of Interest must be received at the first address below no later than 1500 hours local time on Thursday, August 26, 2021 and one electronic copy must be sent simultaneously to CDB by email at the second address below. The sealed envelope containing each submission, or the email body, should indicate the name and address of the application. If submitted in hard copy, the, sealed envelope shall be clearly marked, and if submitted electronically the email subject line should state, “Expression of Interest – Consultancy Services for the Provision of Psychosocial Services for Children and Families Affected by Natural Disasters”.   

Following the assessment of submission, the most technically capable and appropriately experienced applicant will be provided with full terms of reference and invited to negotiate a contract to undertake the assignment. GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray and costs incurred by any applicant in the preparation and submission of Expression of Interest.
