Overview

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) in an amount equivalent to USD43,287,000 towards the cost of Millennium Highway and West Coast Road Reconstruction Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Department of Infrastructure, Ports and Energy (DIPE), the implementing agency, now wishes to procure consultancy services for “Formulation of an Integrated, Sustainable Road Transport Policy and Strategic Roadmap for Implementation”.

The objective of the consultancy is to develop:

(a) a multi-modal, integrated, sustainable transport policy with main focus on the following areas:

  • establishment of a multi-modal transportation system that reduces reliance on any single mode of transport and encourages walking and cycling and promotes energy efficiency and environmental sustainability;
  • integration of disaster risk management and climate resilience considerations;
  • integration of gender equality and social inclusion considerations, enabling environment (movement of persons and goods efficiently and safely);
  • promotion of public and private partnerships;

(b) a strategic roadmap for the implementation of that policy which makes provision for future road transport demands for Saint Lucia.

The expected time input of key experts is 28 person-months over a period of twelve (12) calendar months.

DIPE now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
  1. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country;
  1. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country;
  1. in all cases, they are not subject to any restrictions under European Council Regulation No 2580/2001 of December 2001 or Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.

Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects Financed by CDB (2021), setting forth CDB’s policy on conflict of interest for the selection of consultants.

In the assessment of submissions, consideration will be given to:

  1. technical competence, qualifications and experience in:
  • development of multi-modal, socially-inclusive and gender-responsive, integrated, climate resilient and sustainable transport policies and strategic roadmaps for the implementation of such policies;
  • strategic transportation and land use planning; transportation demand management and modelling; legal, environmental and financial background research and studies of the transportation sector and public consultations regarding road sector and other transportation;
  1. local or regional (especially in small-island countries) experience on similar assignments;
  1. financial capability and existing commitments.

Key Experts will not be evaluated at the shortlisting stage.

All information must be submitted in English. Further information may be obtained from Address 1 below between 9:00 a.m. and 4:00 p.m. Saint Lucia local time Monday to Friday.

One (1) electronic copy of the Expressions of Interest, as one PDF file with a maximum size of 21 MB, must be received at the e-mail address given in Address 2 below no later than 9:00 am Saint Lucia local time on August 25, 2021 and one (1) electronic copy must be sent simultaneously to CDB at Address 3 below.  The e-mail subject line shall clearly be marked “Millennium Highway and West Coast Road Upgrade Project – 73599-C-4 – Expression of Interest – Consultancy Services for Formulation of an Integrated, Sustainable Road Transport Policy and Strategic Roadmap for Implementation” and the body of the email shall confirm the name and contact details for the applicant.

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.  GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
