Invitation for Bids
The Government of Guyana (GOGY) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$12,252,000 towards the cost of Guyana Skills Development and Employability Project (GSDEP) and intends to apply a part of the funds to cover eligible payments under the Agreement. Payment by CDB will be made only at the request of GOG and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement - (GSDEP) – CDB 19/SFR-GUY. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOGY shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.
The Ministry of Education, GSDEP Unit, now invites sealed bids from eligible Bidders for the Supply of Tools and Equipment for Six (6) Practical Instruction Centers (PICs) in Lots #1, through Lot #10 as follows:
Each bidder may bid for any individual Lot or any combination of Lots.

Bid documents will be available for inspection at the first address below, from August 31, 2022, on weekdays between 09:00hrs to 16:00hrs (Guyana Time), or at Dropbox link https://www.dropbox.com/sh/ddwimtr1s12t04u/AAA2VGCXpF7GrDBKp-SOqCgEa?dl=0. Interested bidders, upon the submission of a written Application to the first address below, or email to gsdep.coordinator@moe.gov.gy, may obtain a complete set of the electronic bidding document (in PDF format). Prospective Bidders are required to indicate an e-mail address in their application, to where the bidding document will be sent. Written applications must be clearly marked: “Request for Bid Documents for the Supply and Delivery of Tools and Equipment for Six (6) Practical Instruction Centres”.
The Bidding Document is obtainable at no cost to the Prospective Bidders. Electronic submission of bids will not be permitted.
Hard copies of Bids must be submitted in sealed envelopes and be clearly marked “Tender for Supply and Delivery of Tools and Equipment for Six (6) Practical Instruction Centres” and must be delivered into the Tender Box at the second address below no later than Tuesday, October 11, 2022 at 09:00hrs (Guyana Time). Bids will be opened publicly immediately after the deadline for submission of bids, in the presence of Bidders' representatives who choose to attend at the second address below.
The required Bid Securing Declaration, using the format and form inserted in the Bid Document, must accompany each bid. Late bids will be rejected.
The Ministry of Education reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for Ministry’s action. The GOG, Ministry of Education will not defray any costs incurred by any bidder in the preparation of bids.
