The Government of St. Kitts and Nevis (GSKN) has received financing through the Green Climate Fund (GCF) Country Readiness Programme and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. In this regard, the Caribbean Development Bank (CDB) has been selected as the Delivery Partner to support the implementation of a project entitled – “GCF Readiness Proposal for St. Kitts and Nevis for Institutional Capacity and Coordination and Country Programming”. The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GSKN shall derive any rights from the financing or have any claim to the proceeds of the financing.
St. Kitts and Nevis is seeking to build capacity within its National Designated Authority (NDA) to the GCF, by delivering the necessary mechanisms to help the NDA to better engage with the GCF and increase access to funding. Specifically, the project will develop a coordination mechanism for stakeholders and a strategic country programme that will guide St. Kitts and Nevis engagement with the GCF. In addition, a new National Development Plan, that provides the guiding framework for development priorities, strategies and targets to be achieved over the period 2022-2037, and an Urban Resilience Plan will be completed.
CDB now wishes to procure consultancy services for the development of a National Development Planning Framework.
The objective of this consultancy is to improve economic and social development in St. Kitts and Nevis by building climate resilience into development planning. Development planning that builds in resilience across all sectors is important for St. Kitts and Nevis and is aligned with the country’s climate change goals and polices. The duration of the assignment is expected to be for a period of eight (8) months. Further details can be found in the Terms of Reference, which is available for download.
CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

All information must be submitted in English. Further information may be obtained from the first address below between 8:30 am and 4:00 pm (ECT) Monday to Friday.
Electronic copies of the Expressions of Interest must be e-mailed to the first e-mail addresses below and copied to the second and third e-mail addresses below, no later than 4:00 pm (ECT) on February 25, 2022. Submissions shall include a cover page displaying the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – Consultancy Services for the development of a National Development Planning Framework”
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
