GENERAL PROCUREMENT NOTICE

The Government of the Republic of Haiti (GOH) through the CARICOM Regional Organisation for Standards and Quality (CROSQ) has received financing from the Caribbean Development Bank (CDB) allocated from the 11th EDF CARIFORUM-EU EPA and CSME Standby Facility an amount not exceeding the equivalent of EURO Three hundred and seven thousand five hundred and seventy-one  (EUR 307,571) to assist GOH towards the cost of the project titled “Capacity Building for Strengthening Quality Infrastructure in Haiti.”  Payments by CDB will be made only at the request of CROSQ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CROSQ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. 

The following consultancy assignments will be procured under the project: 

  • Project Officer
  • Consultancy Services for ICT Assessment to Strengthen Online Communication and Collaboration Infrastructure of the Haiti Bureau of Standards (BHN) 
  • Consultancy Services for Network Installation and Configuration at the Haiti Bureau of Standards (BHN) 
  • Consultancy Services for Website Design and Development 
  • Consultancy Services for Quality Management System (QMS) 
  • Consultancy Services for Packaging and Preparation of Awareness-Raising Radio Programmes
  • Consultancy Services for Sensitisation Workshops 

It is expected that these will be procured during the period: February 2025 – November 2025

The following goods and/or works and/or non-consultancy services will be procured under the project: 

  • ICT network equipment (for ICT upgrades for enhanced communication and collaboration) 
  • Website-related software 
  • Market Surveillance software 
  • Workshop venues 
  • Radio programmes and advertisements 
  • Interpretation and translation services 
  • Security Services 

It is expected that these will be procured during the period: April 2025 – November 2025

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.  For Goods and Services procured with funds from the project, the eligibility for procurement shall be extended to countries eligible for procurement under EU-funded projects, which are not CDB Member Countries.
