Overview

The Caribbean Development Bank (CDB) intends to apply a portion of the funds from the European Union – Caribbean Climate Investment Facility (EU-CIF) to eligible payments made under a contract for which this invitation is issued.  The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

In November 2017, the CDB and European Commission (EC) signed a Delegation Agreement (DA) confirming the contribution of funds from the EU-CIF towards the Geothermal Risk Mitigation (GRM) for the Eastern Caribbean Programme (the Programme).

The DA requires that a mid-term evaluation (MTE) be conducted when 50% of the funds are disbursed or half of the execution time is completed, whichever comes first.  Thus, CDB intends to engage a consultant to conduct a MTE of the Programme.  Payments by CDB will be made on approval of the various deliverables outlined in the terms of reference (TOR) and a negotiated payment schedule.

As further described in the attached TOR, the objectives of the consultancy are to establish the relevance, effectiveness and efficiency of the Programme to date, to identify lessons and to make recommendations for the remaining duration of the Programme.  Rating scales used by EU will be applied to assess outcome achievement (see Appendix I of the attached TOR). 

The contracted consultant will report to the Head (Acting) of the Renewable Energy/Energy Efficiency Unit of CDB or a designated officer, and will be responsible for executing the activities and producing the deliverables as described in the TOR.  The duration of the assignment is expected to be for 35 days over a four-month period, beginning in August 2020.

CDB now invites interested eligible individual consultants to submit Expressions of Interest (EOI) indicating qualifications and experience required to fulfil the role of Consultant for the MTE of the Programme, and provide the relevant consultancy services, per the TOR. 

Eligiblity

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country;

      2. in all cases, the Consultant has no arrangement and undertakes not to make any arrangements, whereby            any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a                person not a citizen or bona fide resident of an eligible country;

  1. consultants from member countries of CDB, as well as member countries of the European Union (EU), which are not CDB member countries, and other countries, which are eligible under EU procurement provisions[1], will be eligible to participate in these procurement opportunities; and

The consultant fulfils the following additional criteria:

  1. is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, is in any analogous situation arising from similar procedures provided for in their national legislation or regulations;
  2. has not been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
  3. has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU’s financial interest;
  4. is not subject to prevailing suspension or sanctions by CDB for integrity violations;
  5. is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information; and
  6. does not expose a conflict of interest.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.  All information must be submitted in English.  Further information may also be obtained from the first address below between 0830 and 1630 hours, Monday to Friday.

Interested eligible candidates must provide information indicating that they are qualified to perform the services and are invited to submit their EOI, which should consist of:

  1. a one page cover letter, which should include the following: a reference to the EOI title;
    1. the individual’s name, address, telephone number and email address;
    2. a statement confirming the availability of the Consultant; and
    3. an outline of their evaluation profile, interest and experience.
  2. Curriculum Vitae; and
  3. a proposal briefly outlining:
    1. a methodology for conducting the work under this consultancy (maximum of 2 pages);
    2. a proposed work plan (maximum of 5 pages);
    3. the estimated number of days that they will work on the assignment; and
    4. a proposed daily professional rate.

Instructions

Deadline for submission of EOI, is no later than 1600 hours (Barbados Time) July 28, 2020, to CDB, at the second address below.  An electronic version of EOI in PDF format or a hard copy version may be submitted.  The submission should include the Consultant’s name and address, and shall be clearly marked “Expression of Interest – Geothermal Risk Mitigation for the Eastern Caribbean Programme – Caribbean Investment Facility – Mid-Term Evaluation”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide consultancy services.  CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of EOIs.
