Overview

The Government of Saint Lucia (GOSL) has received for financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$9,971,000.00 towards the cost of the Enhancing the Resilience of the Saint Lucia Fire Service Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.  Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Instructions

The following consultancy assignments will be procured under the project:

(a) Engineering and Construction related Service:

  • Design and Supervision Services for the Renovation of the Saint Lucia Fire Service (SLFS) Training Facility and Construction of Practical Training Grounds.

 

(b) Institutional Strengthening:

  • Development of a Gender Policy and Action Plan for Ministry of Home Affairs, Crime Prevention and Persons with Disabilities.
  • Mental Health and Psychosocial Support Counselling Programme for firefighters in SLFS.
  • Development of a Maintenance Action Plan for nine fire stations, and training to execute the plan.
  • Development of an Operations Manual to guide fire chiefs and officers to improve overall operations of the SLFS Development of a Sustainability Strategy.

 

(c) Capacity-Building

  • Development of curriculum to deliver TVET Level II and Level III certification in firefighting.
  • Information Technology Training for IT staff.

 

(d) Project Management

  • Procurement Specialist

It is expected that these will be procured during the period September 2024 to July 2025.

The following goods and works and/or non-consultancy services will be procured under the project:

(a) Goods

  • Provision of appliances,
  • Aerodrome truck,
  • Domestic fire trucks,
  • Quick Response Vehicles (QRV), Ambulances, and equipment/tools
  • Information Communication, and Technology (ICT) equipment and furniture for SLFSTS.

 

(b) Infrastructure Works

  • Renovation and retrofitting of SLFTS and the SLFTS Practical Training Grounds to satisfy TVET standards to facilitate expanded and specialized training programmes for inter alia, SLFS, Royal Saint Lucia Police Force (RSLPF), National Management organization (NEMO) and the Regional Security System (RSS).

 

(c) Engineering and Construction-related Services:

  • Consultancy services to provide design and construction supervision of the infrastructure works for SLFSTS.

It is expected that these will be procured during the period February 2025 to May 2026.
