Overview

The Government of Suriname (GOS) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$21.94 million towards the cost of the Enhancement of Technical and Vocational Education and Training at the Lower Secondary School Level (E-TVET) Project, and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of GOS and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOS shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being implemented by the Ministry of Education, Science and Culture (MOESC) through its Project Coordination Unit (PCU). The Ministry of Education, Science and Culture (MOESC) has contracted Consultants who will assist the PCU with delivering the Project. The Consultants have prepared designs and contract documentation and will assist in tender administration and evaluation and supervise Project activities.

PCU now invites sealed bids from eligible bidders for the Construction of a Practical Instruction Centre (PIC) at Brokopondo. The works include, but are not limited to the following:

  • Lot A: Construction Works of the Practical Instruction Centre at Brokopondo
    • Construction of the building for a Practical Instruction Centre, including all terrain works.
    • Site Works.
    • Fixed Furniture Installation, and
  • Lot B: Technical Installations of the Constructed Practical Instruction Centre at Brokopondo
    • Technical Installation Works (electrical works, water works, air-conditioning, security and data/communication, etc.)

Eligiblity

Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

  1. more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or
  2. owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible Countries are member countries of CDB

Qualification requirements include, inter alia:

Lot A:

(a)     an average annual turnover (defined as certified payments received for works in progress or completed) within the last 5 years of at least one million, eight-hundred thousand United States Dollars (US$1,800,000);

(b)     a demonstrable cash flow (including access to credit) of seven hundred thousand United States Dollars (US$700,000); and

(c)    experience as prime contractor in the construction of at least two (2) assignments of a nature, scope and complexity comparable to the proposed project activity within the last five (5) years, each of a value of at least two million, five-hundred thousand United States Dollars (US$2,500,000) (to comply with this requirement, works quoted should be at least 80 percent complete).

 

Lot B:

(a)     an average annual turnover (defined as certified payments received for works in progress or completed) within the last 5 years of at least eight hundred thousand United States Dollars (US$800,000);

(b)     a demonstrable cash flow (including access to credit) of three hundred thousand United States Dollars (US$300,000); and

(c)   experience as prime contractor in the technical installations of at least two (2) assignments of a nature, scope and complexity comparable to the proposed project activity within the last five (5) years, each of a value of at least seven-hundred, fifty thousand United States Dollars (US$750,000) (to comply with this requirement, works quoted should be at least 80 percent complete).

Instructions

Bidding Documents may be obtained by eligible bidders for a non-refundable fee of US$200 or equivalent amount in SRD against the selling rate of the Central Bank of Suriname (CBvS), by sending requests to the e-mail address: procurement.tvet@gmail.com. Payment can be done by bank or wire transfer. For bank payment information, send a request to the e-mail address mentioned above. 

The email subject must be clearly marked: “Request for Bidding Documents for the Construction of a Practical Instruction Centre at Brokopondo”, along with the name, address (including e-mail contact), payment receipt, and contact information of the bidder for which Bidding Documents are being requested.

Submissions in sealed envelopes (1 original, 4 hardcopies and 1 electronic copy) clearly marked “Bid for the Construction of a Practical Instruction Centre at Brokopondo”, must be received at the first address below not later than 14:00 hours local time on September 28, 2020. Bid opening will take place immediately after the deadline for submission at the first address below in the presence of bidders’ representatives who choose to attend. Qualification information only must be simultaneously submitted to the second address below. Late Bids will be rejected.

All bids must be accompanied by a Bid Security in the name of the Ministry of Education, Science and Culture, either in United States Dollars or equivalent amount in SRD’s or additional currency against the selling exchange rate of the Central Bank of Suriname, in the following amounts:

  • Lot A: twenty-four thousand United States Dollars (US$24,000);
  • Lot B: nine thousand, six-hundred United States Dollars (US$9,600).

The Ministry of Education, Science and Culture reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for the Ministry of Education, Science and Culture action. The Ministry of Education, Science and Culture will not defray any costs incurred by any bidder in the preparation of bids.
