Overview
The Government of Antigua and Barbuda (GOAB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to EUR 257,535 towards the costs of the ‘Enhanced Technical Vocational Education Training (TVET) Framework for Certification in Antigua and Barbuda Project’ and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOAB and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The following consultancy assignments will be procured under the project:
- Consultancy Services to Conduct a Labour Market and Skills Assessment for Antigua and Barbuda;
- Consultancy Services for - the Development of a National TVET Strategy for Antigua and Barbuda, conduct of an Organizational Review and the Development of a Sustainability Plan for the Antigua and Barbuda National Training Agency (ABNTA) and Antigua and Barbuda Institute of Continuing Education (ABICE);
- Consultancy Services for the Development and Implementation of a Capacity Building Programme for ABNTA and ABICE for The Issuance of Caribbean Vocational Qualifications; and
The following goods will be procured for use in the National TVET programme as outlined under the project:
- air-conditioning and refrigeration equipment;
- welding equipment; and
- automotive equipment.
It is expected that these will be procured during the period July 2022–March 2024.
Eligiblity
Consultants and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Also, the eligibility for procurement shall be extended to countries eligible for procurement under EU-funded projects, which are not CDB Member Countries.[1]
