Overview
The Government of GOSKN has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$4.155M towards the cost of the Enhanced Learning Continuity Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSKN and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSKN shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
Eligiblity
Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.
Instructions
The following consultancy assignments will be procured under the project:
(a) Financial Audit;
(b) Preparation of a Gender-responsive Cybersecurity Tool Kit Development and Training;
(c) Preparation of a Parent Empowerment Program for Kindergarten to Grade 3;
(d) Provision of psychometric and developmental assessments for struggling learners;
(e) Training for 150 persons (teachers, education and curriculum officers, and teacher educators);
(f) Technical Assistance – Computer Devices
It is expected that these will be procured during the period January 2024 to August 2025
The following goods and/or works and/or non-consultancy services will be procured under the project:
(a) Provision of laptops, tablets & school broadcasting technology to support distributed teaching and learning and school health screening data management
(b) Supply and installation of network routers, network switches and Wireless Access Points
(c) Provision of analogue and digital resources to support struggling learners and those with special educational needs.
It is expected that these will be procured during the period January 2024 to August 2025
