Overview

The Organisation of Eastern Caribbean States (OECS) Commission has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to one million, six hundred and seventy thousand, two hundred and thirty-two United States dollars (USD1,670,232) towards the cost of the implementation of the Eastern Caribbean Sustainable Terrestrial and Marine Ecosystems Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of the OECS Commission and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the OECS Commission shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, contractors and suppliers from member countries of CDB and other countries eligible for procurement under the European Union (EU)-funded programme, which are not CDB member countries, in accordance with the EU Eligibility Rules will be eligible to participate in these procurement opportunities.  A list of eligible countries can be found at this link: https://www.caribank.org/publications-and-resources/resource-library/document/cdb-european-union-eligibility-criteria-cariforum-eu-economic-partnership-agreement-and-caricom. Potential bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Instructions

The following consultancy assignments will be procured under the project:

  1. Procurement Consultant;
  2. Communication Specialist;
  3. Social and Gender Specialist;
  4. Community Liaison Specialist;
  5. Sustainable Land Management and Livelihood Specialist;
  6. Trainer in Beekeeping and Honey Production;
  7. Trainer in Ecosystem-based Tourism;
  8. Trainer in Mirco Small Enterprises and Tour Guiding;
  9. Scientific Advisor;
  10. Technical Coordinator;
  11. Aquaculture Technician.

It is expected that these will be procured during the period March 2025 to October 2026.

The following goods, works and non-consultancy services will be procured under the project:

  1. Planting Material and Seedstock fertiliser/chemicals;
  2. Equipment/Materials (Lumber, pots, shovels, diggers, heavy equipment rental);
  3. Publicity Material;
  4. Beekeeping Kits;
  5. Training Materials;
  6. Construction of Visitor Centre.

It is expected that these will be procured during the period March 2025 to October 2026.
