Overview

The CARICOM Regional Organisation for Standards and Quality (CROSQ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$ 706,165 towards the cost of Strengthening of Regional Quality Infrastructure Programme and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of CROSQ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CROSQ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

CROSQ, the Executing Agency, now wishes to procure consultancy services for a Project Officer.

The objective of this assignment is to provide project management and coordination of activities associated with the project that comprises of:

  1. Developing a National Quality Policy (NQP) and associated road map for Saint Kitts and Nevis
  2. Technical assistance consultancy to develop the mass metrology capability of two (Dominica and Saint Kitts and Nevis) National Metrology Institutions (NMIs) in the Caribbean Community (CARICOM).
  3.  Procuring metrology equipment in accordance with specifications and delivering to the participating countries (Barbados, Dominica and Saint Kitts and Nevis).
  4. Providing general project administration.

The duration of the assignment is expected to be carried out over a period of 24 calendar months.

CROSQ now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. the individual fulfils the following country eligibility requirements:
  2. the persons are citizens or bona fide residents of an eligible country; and
  3. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

The individual fulfils the following additional criteria:

  1. is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, is in any analogous situation arising from similar procedures provided for in their national legislation or regulations; 
  2. has not been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
  3. has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU’s financial interest; 
  4. is not subject to prevailing suspension or sanctions by CDB for integrity violations;
  5. is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information; and 
  6. does not expose a conflict of interest.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments, existing commitments and specifically:

Minimum Qualifications

  • A University degree in Natural Sciences Applied Sciences, Engineering, or any other related field.
  • Certification in Project Management.

Experience

  • At least three years’ experience managing projects.
  • Experience in working in a development cooperation or donor-funded environment (asset).

Skills/Competencies

  • Experience working in an Intergovernmental/Multicultural organisation would be an asset.
  • Advanced degree is an asset.
  • Knowledge of standardisation, metrology, accreditation and conformity assessment is an asset.
  • Good verbal and written English is required; working knowledge of another regional language is an asset.
  • Proven ability to work effectively with diverse cross-functional teams.
  • Proficiency in the use of contemporary computer-based applications including Microsoft Project is an asset.
  • Ability to communicate effectively at all levels including senior management.
  • Excellent attention to detail.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects Financed by CDB (2019), setting forth CDB’s policy on conflict of interest for the selection of consultants.

All information must be submitted in English.  Further information if necessary, may be obtained from the first email address and copied to the third email address below between 9:00 a.m. and 3:00 p.m. Monday to Friday.

 

Instructions

An electronic copy of the Expressions of Interest must be received at the first email address below no later than 3:00 p.m. on Friday, January 18, 2021 and one electronic copy must be sent simultaneously to CDB at the second email address below. The Expression of Interest will be deemed to have been received at the time that it is received by CROSQ at the first email address below. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer. The e-mail containing each submission should include the name and address of the applicant.  The subject line shall be clearly marked “Expression of Interest – Consultancy Services for Project Officer – CDB Project”.

Following the assessment of submissions, the three (3) most technically capable and appropriately experienced applicants will be invited to an interview, and the successful applicant offered a contract to provide the consultancy services. CROSQ reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to inform or assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
