Overview

The Caribbean Development Bank (CDB) intends to utilise resources from the Canadian Support to the Energy Sector in the Caribbean (CSES-C) Fund to support feasibility assessment for the Montego Bay Cooling District Project (Montego Bay, Jamaica), by funding a consultancy for a bathymetry study. CDB will apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments shall not be made to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. 

CDB, the Executing Agency, through its Renewable Energy and Energy Efficiency Unit (REEEU), wishes to procure consultancy services for the purpose.

The general objective of the assignment is to undertake a bathymetry study to establish key information about the ocean thermal resource and seawater air conditioning potential. This includes temperatures, routes for piping, obstacles on the seabed, seabed features, including the structure of the deep ocean terrain in the Montego Bay Freeport area, targeted for a district cooling/Seawater air-conditioning project.   The findings of the bathymetry study will therefore allow for technical and economic analyses, and will lay the basis for the subsequent conducting of an environment and social impact assessment. 

The duration of the assignment is expected to be for a period of three (3) months.

CDB now invites eligible consulting firms to submit Expressions of Interest for the provision of these consulting services.

Eligiblity

Consultants shall be eligible to participate if:

  • in the case of a corporate body, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a corporate body(ies) meeting these requirements;
  • in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
  • in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to technical competence, qualifications and local and regional experience on similar assignments, financial capability and existing commitments.  Further information may be obtained from the address below between 08:30 and 16:30 hours Monday to Friday.

Instructions

Deadline for submission of EOI, is no later than 16:30 hours (Barbados Time) March 20, 2019, to the address below. An electronic version of the EOI in PDF format, OR a hard copy version may be submitted. The submission should include the Consultant’s name and address, and shall be clearly marked “EXPRESSION OF INTEREST – CONSULTANCY SERVICES FOR BATHYMETRY STUDY MONTEGO BAY COOLING DISTRICT PROJECT – JAMAICA”

Following the assessment of submissions, a shortlist of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.  CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. CDB will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of an Expression of Interest.
