Overview

GENERAL PROCUREMENT NOTICE

The Government of St. Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$5.2 million towards the cost of Building Capacity and Resilience in the Health Sector to Respond to the Coronavirus-2019 Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.   No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. 

The following consultancy assignments will be procured under the project: 

(a) Risk Communication Consultancy  

(b) Social Inclusion and Gender Main streaming Consultancy 

(c) Provision of counselling services. 

It is expected that these will be procured during the period March 2024 to September 2025.

 

The following goods and/or works and/or non-consultancy services will be procured under the project: 

(a) Laboratory Equipment  

(b) Pharmaceuticals  

(c) ICT Equipment and Software  

(d) Ambulances  

(e) Non-Medical Equipment and Furniture   

(f) Mobile Dental Units  

(g) Medical Equipment 

(h) Health Risk Communication Messaging 

It is expected that these will be procured during the period March 2024 to September 2025.

Eligiblity

Consultants and/or Contractors and/or Suppliers from all Nationalities will be eligible to participate in these procurement opportunities. Potential bidders/proposers are advised to review the eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website www.caribank.org.
