The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US $8,517,000.00 towards the cost of the Third Water Project and intends to apply a portion of the proceeds to eligible payments under this contract[1]. Payment by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.
The Belize Water Services Limited, the Executing Agency for the Project, is responsible for the overall implementation of the project. The Belize Water Services Limited, through its Project Execution Unit, now invites sealed bids from eligible and qualified bidders for the supply of Genset and Associated Materials for San Pedro R.O. Plant.
The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (2006) and is open to all bidders from eligible countries.

Eligibility
Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:
- more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or
- owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).
Eligible countries are member countries of CDB.
Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.
Qualification requirements include, inter alia:
(i) Financial Capability
Demonstrate cashflow including access to credit (min USD $100,000.00), financials statements for at least 3 years of the last 5 years.
(ii) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): Must have experience at least 5 projects in successfully implementing goods equal or of similar nature during the last 5 years.
(iii) Documentary Evidence
Demonstrate that the Goods it offers meet the following usage requirement: Quality certificates as defined in technical specifications.
(b If Bidder is not a manufacturer:
If a Bidder is not a manufacturer but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least 2 contracts for similar goods in the past 3 years.
Instructions
Bidding and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.
Requests may be made for a complete set of electronic bidding documents by personal application or in writing at rce@bwsl.com.bz . Written applications must be clearly marked: “Request for Bid Documents for the Supply of Genset and Associated Materials for San Pedro R.O. Plant – Third Water Project ”.
Hard copies of Bids must be submitted in sealed envelopes, with the name and address of the bidder, and be clearly marked “Bid for Supply of Genset and Associated Materials for San Pedro R.O. Plant – Third Water Project” and must be delivered to the first address below no later than 2:00 p.m. (Belize local time) on August 12th, 2024. Bids will be opened publicly at 2:15 p.m (Belize local time) after the deadline for submission of bids, in the presence of Bidders' representatives who choose to attend at the first address below. Qualification information only must be submitted simultaneously to the second address below.
Each bid must be accompanied by “Bid Security” of $25,000.00 USD (twenty-five thousand united states dollar and no cents). Late bids will be rejected.
GOB/Belize Water Services Limited reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for GOB/Belize Water Services Limited's action. GOB/Belize Water Services Ltd. will not defray any costs incurred by any bidder in the preparation of bids.
