These Rules are made for the administration and use of the special fund known as the Special Development Fund (SDF), established by paragraph 1 of Article 8 of the Agreement establishing the Caribbean Development Bank (CDB), into which CDB may receive contributions which may be used to make or guarantee loans of high developmental priority, with longer maturities, longer deferred commencement of repayment and lower interest rates than those determined by CDB in its ordinary operations.
