The Basic Needs Trust Fund Programme (the Programme), a regional poverty reduction programme managed by CDB, began in 1979 as the Caribbean Education Development and Basic Human Needs/Employment Sector Programme (CED & BHN/ESP). This initiative was launched by CDB with financial assistance from the United States Agency for International Development (USAID) with the aim of improving conditions in rural communities.
