Overview

The Caribbean Development Bank has approved financing for Country Gender Assessments (CGAs) in Borrowing Member Countries (BMCs) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.

Caribbean Development Bank now wishes to procure consultancy services for conducting CGAs in four (4) of its BMCs.

The objective of the consultancy is enhanced CDB and BMCs analytical, planning and programming capacity to design, implement, monitor, and evaluate evidence-based programmes that mainstream gender equality. Each Country Gender Assessment is a critical step towards the Bank’s gender-responsive planning and programming in relation to its BMCs.  It will focus on national priorities for economic and social development with special attention given to the sectors in the country in which the Bank is actively engaged. 

Each comprises:
 

(a)    a country gender profile identifying core gender issues, gender-related barriers to employment, poverty reduction, economic growth and development effectiveness;

(b)    a review of the country’s legislative and policy context highlighting conditions that promote gender equality or inequality;

(c)      an assessment of the institutional framework and implementation capacity and performance of key institutions identified for gender mainstreaming initiatives, including the service delivery capacity of key stakeholders concerned with gender and women’s issues and the quality of interventions and programmes to address the different experiences and needs of women, men, boys and girls, in diverse social, economic, geographic and political contexts; and

(d)      preparation of relevant strategic policy and operational recommendations, developed on the basis of sound analysis and stakeholder consultations.

The duration of the assignment is expected to be for a period of 16 months.
 

The CDB now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

 

Eligibility

Consultants shall be eligible to participate if:

  1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
     
  2. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
     
  3. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Instructions

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments. Key Experts will not be evaluated at the shortlisting stage.

All information must be submitted in English. Further information may be obtained from the first address below between 9:00 and 16:00 hours Monday to Friday.

An electronic copy of the Expressions of Interest must be received at the e-mail addresses below no later than 16:30 hours (Barbados time) on Wednesday, February 15, 2023 The subject line of the email for each submission should state “Expression of Interest – Consultancy Services for Country Gender Assessments”.

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
