Overview

The Caribbean Development Bank (CDB) has secured financing for supporting the Caribbean Action for Resilience Enhancement (CARE) Programme.  The CARE Programme is a five-year initiative that is financed at Euro 14 million by the European Union from resources allocated under the 11th European Development Fund Intra-African, Caribbean, Pacific Natural Disaster Risk Reduction Programme.  CARE aims to reduce the impact of climate change and disasters in the Borrowing Member Countries of CDB.  CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  CDB has invited national and regional entities to submit concept notes and proposals for funding under the CARE Programme.  CDB also provides guidance and support to these entities to prepare relevant concept notes for transition into full proposals. 

The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

The objective of the consultancy is to assist the Organisation of Eastern Caribbean States (OECS) Commission with the preparation and finalisation of a proposal for the Eastern Caribbean Sustainable Ecosystems Project.  The consultant will be required to undertake consultations with OECS, CDB and other key partners and review the existing two concept notes prepared by OECS, to develop one full proposal that is aligned with the objectives of the CARE Programme and presented in a standard acceptable for potential CDB financing.  The duration of the assignment is expected to be 15 working days.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligibility

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; as outlined in Appendix 1 attached: and
     
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.


In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.  All information must be submitted in English. The draft Terms of Reference can be downloaded from the CDB website.

Instructions

Expressions of Interest must be submitted electronically to CDB at procurement@caribank.org no later than 4:30 p.m. (AST) on Monday, October 17, 2022.  The email must include the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – OECS Project Proposal Preparation for CARE Programme”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.  CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
