The Caribbean Development Bank (“Bank”) intends to apply a portion of its own funds towards the cost of contracting a Consultant for the design, building and maintenance [hereinafter the “Services”] of an Agriculture Knowledge and Information Platform (AKIP). The Services can be conducted remotely; travel to Barbados will not be required.

The AKIP, that enables hosting and allows public access to high quality instructional videos for viewing on internet connected devices (including mobile and other smart devices). The platform will support the digitalisation of agriculture extension services in the Bank’s Borrowing Member Countries (BMCs) and facilitate information transfer which will assist in bridging the existing knowledge gap among key actors in the agriculture sector and the Caribbean agri-food value chain.

The Bank, using the selection method Quality Cost Based Selection (QCBS), now invites sealed Technical and Financial Proposals from eligible and qualified Proposers for the  Services. 

Eligibility

The Bank permits Proposers (including JV and their individual members) to offer the Services except those Proposers subject to the Suspensions, Sanctions, Prohibitions and Restrictions detailed below.

It is the Proposer's responsibility to ensure that its JV members, sub-consultants, or sub-contractors, meet the following eligibility requirements.

a. Suspensions and Sanctions - A firm or an individual that is subject to public debarment under a Multilateral Development Bank (MDB) cross debarment agreement, or debarred by one of the MDBs subject to that agreement in its own right, will not be eligible.

b. Prohibitions - Firms and individuals of a country or goods manufactured in a country may be ineligible because:

(i)  as a matter of law or official regulation, the government of Barbados prohibits commercial relations with that country, provided that the Bank is satisfied that such exclusion does not preclude effective competition for the provision of Services required; or

(ii) by an act of compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations (UN), the country of the Recipient prohibits any import of Goods from that country, or payments to, a particular country, person, or entity in that country.

c. Restrictions for Government-owned enterprises -  State-owned or controlled enterprises (SOEs) or institutions[1] from eligible countries may participate only if they can establish that they:

(i)  are legally and financially autonomous. "Legally autonomous" means a legal entity separate from the eligible country's government. "Financially autonomous" means not receiving budget support from any public entity, and not being obliged to pass financial surplus to the same, except through dividends to shareholders; and

(ii) are vested with legal rights and liabilities similar to any commercial enterprise, including, being incorporated, or established by statutory charter under local law; having the right:

  • to enter into legally binding contracts;
  • to sue;
  • to be sued; and
  • to borrow money, being liable for the repayment of debts and being able to be declared bankrupt

 


[1] Examples of such institutions are universities and research centers.

Instructions

Proposals can be submitted by eligible Proposers, i.e., those that are not specifically excluded, as defined below. In the evaluation of Proposals, consideration will be given to the Proposer’s technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments.

Within five (5) working days of  receiving the RFP documents Proposers are to advise via email to  luther.stville@caribank.org with a copy to: malcolm.wallace@caribank.org citing the RFP number and title to confirm:  (i) Proposal will be submitted or (ii) that Proposal will not be submitted.
