Overview
The Caribbean Development Bank (CDB or the “Bank”) and the International Trade Centre (ITC) have partnered to leverage CDB’s resources to support women’s economic empowerment by providing technical assistance to women-owned and women-led MSMEs in CDB’s BMCs. In this regard, the Bank approved four hundred and fifty thousand United States dollars (USD450,000), from resources of CDB’s Special Development Fund (SDF) to assist in financing the implementation of the Project.
The expected impact of the project is inclusive economic growth in CDB’s BMCs through increased participation of women led MSMEs in Trade.
CDB will act as the host institution for the Caribbean with responsibility for administrative, and operational support for the Bank’s BMCs. In this regard, the Bank is seeking an individual consultant to perform the duties as a Project Officer for this project in its BMCs[1]/ in accordance with the attached TOR. CDB shall conclude an agreement, with agreed monthly fees, with the selected candidate deemed to have the necessary qualifications and experience for a period of 24 months.
CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments and specifically:
- Graduate or post graduate degree or equivalent in Project Management or Business Admistration. Priority will be given to post graduate degree holders.
- At least five years’ experience in similar Project Management/Program Management/Consultancy activities.
- Previous work experience with women-own MSMEs and/or experience establishing, managing, and running own successful MSME develpment programmes will be an added advantage.

Expressions of Interest must be submitted electronically by email to msme@caribank.org in pdf format no later than 4:00 pm, Barbados time on September 9, 2022. The email subject line should state “Expression of Interest – She-Trades Project Officer” and the email body must state the name and address of the applicant. The Expression of Interest will be deemed to have been received at the time that it is received by CDB. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer.
Following the assessment of submissions, the most technically capable and appropriately experienced applicants will be invited to negotiate a contract to provide the aforementioned consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. CDB will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
