Overview

The Caribbean Development Bank (CDB) has mobilised resources from the Green Climate Fund (GCF) to strengthen the capacity of the Bank to develop programmes and projects that are fully aligned with GCF policies and standards, notably the new Integrated Results Management Framework (IRMF). CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

CDB now wishes to procure consultancy services for an International IRMF/GCF Specialist to support its Environmental Sustainability Unit (ESU) to develop proposals for submission to the GCF.

The objective of the consultancy is to assist the CDB ESU to ensure the following three initiatives are developed in a manner that is fully aligned with GCF policies and standards (notably the new GCF IRMF): the Transforming Finance to Unlock Climate Action in the Caribbean programme; the Climate Resilience of the Water Sector in The Bahamas project; and the Scaling up the Deployment of Integrated Utility Services (IUS) to Support Energy Sector Transformation in the Caribbean programme. The consultant will also develop and deliver an IRMF training for CDB staff. Further details can be found in the attached Terms of Reference. The duration of the assignment is expected to be for a period of 12 months on a full-time basis.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligibility

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  1. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

Instructions

All information must be submitted in English.  Further information may be obtained from the first address below between 8:30 am and 4:30 pm Monday to Friday.

Electronic copies of the Expressions of Interest must be emailed to CDB at CDB-GCF@caribank.org and procurement@caribank.org no later than 4:30 pm Atlantic Standard Time on Friday, September 23, 2022.  The email must include the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – Consultancy Services for International IRMF/GCF Specialist”

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
