Invitation to Bid
The Government of St. Vincent and the Grenadines (GOVSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD12.317million towards the cost of the Technical and Vocational Education and Training (TVET) Development Project and intends to apply a part of the funds to cover eligible payments under the Agreement. Payment by CDB will be made only at the request of GOVSVG and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOVSVG shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.
The Ministry of Education and National Reconciliation, Project Implementation Unit, now invites sealed bids from eligible and qualified Bidders for the Supply of Goods and Services for the Technical and Vocational Education and Training (TVET) Development Project: Phase F in Lot 1 and 2 as follows. The bidder may bid for any individual Lot or any combination of Lots as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

Bid documents will be available for inspection at the first address below, from Wednesday 15th June, 2022 at 8:30 a.m., on weekdays between 8:30 a.m. to 3:30 p.m. Requests may be made by personal application or in writing via email. Written applications must be clearly marked: “Request for Bid Documents for the Supply of Goods and Services for TVET Development Project: Phase F - Technical and Vocational Education and Training Development Project”. The bid document would be emailed upon request.
Four (4) hard copies of Bids and one electronic copy on a flash drive must be submitted in sealed envelopes, with the name and address of the bidder, and be clearly marked “Tender for Supply of Goods and Services for TVET Development Project: Phase F - Technical and Vocational Education and Training Development Project” and must be delivered to the second address below no later than Friday, 29th July, 2022 at 1:15 p.m. Eastern Caribbean Time. Bids will be opened privately immediately after the deadline for submission of bids. The opening report will be sent via email within 48 hours.
Each bid must be accompanied by a “Bid Security” in the appropriate amount, as identified in the tender document, for each lot. Late bids will be rejected.
The GOVSVG/Ministry of Education and National Reconciliation, Project Implementation Unit reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for GOVSVG/Ministry of Education and National Reconciliation, Project Implementation Unit’s action. GOVSVG will not defray any costs incurred by any bidder in the preparation of bids.
