Overview

The Caribbean Development Bank (CDB) intends to apply a portion of its own funds towards the cost of contracting a Consultant to conduct the Evaluation of the CDB’s Environmental and Social Review Procedures (ESRP).

The objective of the consultancy is to assess experience with CDB’s ESRP since 2014, examine evolving practice in this area at other MDB’s, and draw lessons and recommendations to inform renewal of the ESRP.

The level of effort of the assignment may be up to 120 person days, spread over a period of six months (July, 2022 – December, 2022).

CDB now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Eligibility

Consultants shall be eligible to participate if:

  1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
     
  2. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
     
  3. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments.

All information must be submitted in English.  Further information may be obtained from e-mail addresses below between 09:00 and 16:00 hours EST Monday to Friday.

Interested consultant teams are required to submit:

  1. A letter of interest including their evaluation profile / experiences and expertise as a firm as well as the individuals who would be part of this assignment, their interest in undertaking the review, as well as a statement confirming their availability given the timeframe. 
     
  2. CVs of each individual on the review team.

An electronic copy of the Expression of Interest must be received at first address below no later than June 17, 2022 at 17:00 EST. The email subject line should read “Expression of Interest – Consultancy Services for the Evaluation of Environmental and Social Review Procedures of The Caribbean Development Bank.”

 

The selection method shall be Consultants’ Qualifications selection.  Therefore, following the assessment of submissions, firms shall be assessed and compared, and the best qualified and experienced firms shall be selected. Only the selected firms shall be asked to submit a combined technical and financial proposal.  The winning proposal from among those will be chosen based on quality and cost, and that firm invited to negotiate a contract.

The Caribbean Development Bank reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
