The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD9,153,246 towards the cost for Building Resilience for Adaptation to Climate Change and Climate Variability in Agriculture in Saint Lucia project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Agriculture, Fisheries, Food Security and Rural Development, the Executing Agency, now wishes to procure consultancy services for a Gender Assessment and Updated Environmental and Social Management Plan.
The objective of the Project is to build resilience in Saint Lucia’s agriculture sector for livelihoods security through enhanced adaptive capacities for Climate Chance and Climate Variability. The project design responds directly to the need to build adaptive capacities of agro-ecosystems and livelihoods given the projections of significant decreases in rainfall, more frequent and intense hydro-meteorological events, including droughts as reported in the country’s Third National Communication (TNC) to the UNFCCC. The Project will contribute positively to the strategic objectives of Saint Lucia’s Sectoral Adaptation Strategy and Action Plan for the Agriculture Sector (Agriculture SASAP) 2018-2028. It is also well aligned with the TNC recommendations for climate adaptation measures to enhance resilience in agriculture and with the proposals under the National Agriculture Policy Sectoral Adaptation Strategy and Action Plan (2018).
The Project is also responsive to Saint Lucia’s NDCs to address food security, community and national level interventions in water resource conservation and management. Gender equality will be mainstreamed throughout the Project to ensure gender equity is embedded in project interventions. An estimated 12,000 farmers and their families are expected to be direct beneficiaries of the Project. The duration of the assignment is expected to be for a period of four (4) months.
SCOPE OF SERVICES
The Consulting Firm will be under the operational and technical supervision of the Project Manager of the Project Management Unit. The Consulting Firm will carry out the following two tasks:
- Conduct a Gender Assessment in line with the CDB’s Gender Equality Policy and Operational Strategy which is compliant with the Gender Policy of the Adaptation Fund.
- Revise the Environmental and Social Management Plan (ESMP), which will be informed by the completed Gender Assessment.
QUALIFICATIONS AND EXPERIENCE
The Consulting Firm or Consortium is required to have the following:
- A minimum of ten (10) years’ experience working in the area of gender analysis and a minimum of five years’ experience working on inter-linkages between gender and agricultural sector development in developing countries. Work on these issues in the Caribbean context would be an asset.
- At least five (5) years’ experience in practical safeguards, social and environmental management with demonstrated proficiency in the preparation, review, and approval of EAs/ESIAs/ESMPs to meet MDB standards.

The Ministry of Agriculture, Fisheries, Food Security and Rural Development now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

All information must be submitted in English. Further information may be obtained from the first address below between 9:00 am and 4:00 pm hours Monday to Friday.
Electronic copies of the Expressions of Interest must be sent via the e-mail in the first addresses below no later than 4:00 pm (EST) on March 11, 2022 and one electronic copy must be sent simultaneously to CDB at the second address below. Submissions shall include a cover page displaying the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – Consultancy Services for a Gender Assessment and Updated Environmental and Social Management Plan”.
Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
