Overview

The Government of the Republic of Haiti (GOH) has received funding from the Caribbean Development Bank (CDB) equivalent to seven hundred and forty-eight thousand four hundred United States dollars (USD748,400) for the implementation of the "Technical Assistance – Support for Training in Geospatial Mapping for Rural Haiti " and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this call for expressions of interest is launched. Payments by CDB will be made only at the request of GOH, or upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOH shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Public Works, Transports and Communication (MTPTC), through its Energy Unit, Executing Agency of the Rural Geospatial Mapping Training Project in Haiti, funded by the Caribbean Development Bank (CDB) (ref. Grant GA 31/HAI), wishes to recruit a Project Coordinator (PC) to support the Energy Unit in the implementation of the project mentioned above.

This Project consists of developing geographic information system maps to support the design specifications necessary for the development of mini-grids in Haiti. These maps have already been tested and preliminary designs of mini-grids have been produced for 25 sites.  With 90 municipalities and with hundreds of potential sites for the implementation of mini-grids, the project therefore aims to increase the country's capacity to collect the necessary information on energy demand and to develop the necessary design specifications for mini-grids for the remaining sites

The Consultancy objective is to provide the MTPTC Energy Unit with the necessary capacity for the management of the Project. The consultancy is for a period of ten (10) months and will begin in July 2021.

Under the direction of the Coordinator of the Energy Unit of the MTPTC, PC will coordinate the daily management of activities and the monitoring of all aspects relating to the implementation of the Project. The PC will be responsible for administrative requirements and reporting to the Energy Unit and the CDB. The specific functions of the PC are defined in the terms of reference that are available from the Energy Unit.

The MTPTC Energy Unit is now inviting interested eligible individual consultants to submit expressions of interest indicating the qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants are eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  1. in any event, the consultant has no arrangement and undertakes not to make any arrangement whereby a substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to any person who is neither a citizen nor a bona fide resident of an eligible country.

The eligible countries are the Member countries of the CDB. Consultants are advised to review the eligibility criteria detailed in Section 4 and the conflict-of-interest provisions in Section 5 of the procurement procedures for CDB-funded projects as posted on the CDB website in January 2021.

When evaluating the bids, account will be taken of the qualifications and experience on similar assignments. Minimum required qualification requirements are a Master’s Degree in a relevant field and project management experience.

All information must be submitted in French or English.  Interested parties are requested to ask for the terms of reference at the first address below.  Further information can be obtained at the first address below between 8:00 a.m. and 3:00 pm Haiti time Monday to Friday.

Electronic copies of expressions of interest including an updated CV and a cover letter must be received at the first address below no later than 3:00 p.m. Haiti time on Tuesday July 20, 2021 and an electronic copy must be sent simultaneously to CDB at the second address below.  The sealed envelope/ email containing each submission should include the name and address of the applicant and should be clearly marked “Expression of Interest – Consultancy Services for the Project Coordinator (ref. Don  GA31/ HAI) ".

Following the evaluation of the bids, the most technically capable and experienced candidate will be invited to negotiate a contract to provide the consulting services.  The Haitian Government reserves the right to accept or reject late applications or to cancel this invitation partially or totally.  It will not be required to attribute any reason for not engaging the services of a candidate and will not bear any costs incurred by a candidate for the preparation and submission of the expressions of interest.
