Overview

The Government of St. Vincent and the Grenadines (GOSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD185 Million towards the cost of the Kingstown Port Modernisation Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.

The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSVG shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Urban Development, Energy, Airports, Seaports, Grenadines Affairs, and Local Government, the Executing Agency, now wishes to procure consultancy services for an Environmental Safeguards Specialist (ESS). The ESS will work under the overall guidance of the Project Manager.

The objective of the consultancy is:

To provide environmental support to the Project Management Team during project implementation to ensure compliance with the Bank’s Environmental and Social Review Procedures, national regulatory requirements and the environmental laws of St. Vincent and the Grenadines.

The ESS will be responsible for overseeing the implementation of the Environmental and Social Management Plan (ESMP) and environmental monitoring programme in collaboration with the Social Safeguards Specialist and day-to-day activities related to the environmental aspects of the project.

The ESS shall prepare monthly, quarterly, semiannual and annual reports that should incorporate the specific environmental assessment, monitoring and capacity building activities and submit the following deliverables:

  1. Inception Report;
  2. Updated Environmental Management Plan (EMP);
  3. Development of Safeguards Compliance Monitoring templates;
  4. Quarterly Compliance Audits/Environmental Compliance Checklists; and
  5. Annual Compliance Monitoring Reports.

Review the applicable SVG national regulations to identify specific environmental compliance activities, in addition to those included in the ESMP to ensure that any additional mitigation measures from the local regulations are also included in the EMP. Specific tasks may include identification of permit requirements, review of records related to permit fulfillment and evaluation of compliance with permit conditions.

Ensure that social and  environmental grievances are managed effectively and transparently through the grievance redress mechanisms.

The duration of the assignment is expected to be for a period of no more than thirty-six (36) months. The successful Consultant must be able to relocate to St. Vincent full-time or be in country for a minimum of the first 18 months of the Contract period, after which the remaining services can be intermittent. Part time services must include quarterly site visits to accomplish the objectives of the assignment and to satisfy environmental monitoring requirements. The final month of the contract must be spent onsite for wrap up and debriefing. The Consultant must remain available to provide services in country as requested, such as in events of unforeseen or emergency situations over the duration of the Contract period.

The Ministry of Urban Development, Energy, Airports, Seaports, Grenadines Affairs, and Local Government now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  1. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (November, 2019), as published on CDB’s website.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

The Consultant should possess the following minimum qualifications:

1.) An undergraduate degree or equivalent qualification in Coastal/Marine Biology; Ecology; Natural Resource / Environmental Management; Environmental Science and Environmental Engineering with a minimum of seven (7) years relevant practical experience involving marine or port environments;

OR

A post-graduate degree or equivalent qualification in Coastal/Marine Biology; Ecology; Natural Resource / Environmental Management; Environmental Science and Environmental Engineering with a minimum of five (5) years relevant practical experience involving marine or port environments.

2.) Previous experience in developing and/or implementing environmental safeguard strategies for port related projects.

3.) Excellent inter-personal skills and demonstrated ability to engage and work with local communities.

4.) Excellent working knowledge of English.

  1. Curriculum Vitae of the Consultant.
  2. At least two current and relevant references for similar activities.
  3. Professional portfolio of previous work experience relevant to the assignment.

The “Subject” field of the email message must read: “Expressions of Interest – Consultancy Services for Environmental Safeguards Specialist – Kingstown Port Modernisation Project” and the body of the email shall include the name and contact details for the individual.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOSVG reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
