The Caribbean Development Bank (CDB) is saddened to learn of the passing of the former Chief Minister of Anguilla, the Honourable Hubert Benjamin Hughes.

As Anguilla’s Chief Minister from 1994 to 2000 and 2010 to 2015, the late Honourable Hubert Hughes served as Governor or Alternate Governor on CDB’s Board of Governors on a rotational basis, agreed among the members of the group comprising Anguilla, Cayman Islands, Montserrat, the Turks and Caicos Islands, and Virgin Islands. He was Governor in 2010/11 and Alternate Governor in 1999/2000, 2009/10, and 2014/15. Actively participating in Board of Governors meetings, he was a strong supporter and good friend of the Bank.

The CDB extends condolences to his widow, Norma Hughes and family, as well as the Government and the people of Anguilla.
