Overview
Bureau of Standards Jamaica dba National Certification Body of Jamaica (NCBJ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to € 157,552 towards the cost to enhance their capacity to offer new certification services in specific food safety management systems that will benefit food exporters from Jamaica and other CARIFORUM countries and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of BSJ dba NCBJ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than BSJ dba NCBJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
BSJ dba NCBJ, the Executing Agency, now wishes to procure consultancy services for the Implementation of ISO/IEC 17065:2012 at the National Certification Body of Jamaica and to train auditors in a selected Food Safety Management System Certification Scheme.
The objective of this consultancy is to facilitate the implementation of ISO/IEC 17065:2012 at the NCBJ towards accreditation, which is required for the organisation to provide FSMS certification services to food manufacturers/exporters; and to train external auditors in ISO/IEC 17065:2012 and the selected FSMS requirements towards certification. Such auditors will support the NCBJ to provide FSMS certification services to food manufacturers/exporters.
Further details can be found in the attached Terms of Reference. It is estimated that this consultancy will require 141 person-days per year over a period of 24 calendar months.
BSJ dba NCBJ now invites interested eligible consulting firms to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. Key Experts will not be evaluated at the shortlisting stage.
All submissions must be in English. Further information if necessary, may be obtained from the first email address below between 9:00 a.m. and 4:00 p.m. Monday to Friday.
An electronic copy of the Expressions of Interest must be sent in PDF format to the email in the first address below no later than 4:00 p.m. on Monday May 24, 2021 and one electronic copy must be sent simultaneously to CDB at the second email address below. The Expression of Interest will be deemed to have been received at the time that it is received by BSJ dba NCBJ at the first email address below. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer. The e-mail containing each submission should include the name and address of the applicant. The subject line shall be clearly marked “Expression of Interest – Consultancy Services to facilitate implementation of ISO/IEC 17065:2012 at the National Certification Body of Jamaica and to train auditors in a selected Food Safety Management System Certification Scheme -– CDB Project”.
The selection method shall be Consultants’ Qualifications selection. Therefore, following the assessment of submissions, firms shall be assessed and compared, and the best qualified and experienced firm shall be selected. Only the selected firm shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. BSJ dba NCBJ reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to inform or assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
