Overview
The Caribbean Development Bank (CDB) proposes to utilise resources from the Canadian Support to the Energy Sector in the Caribbean (CSES-C) to enhance CDB’s capacity in providing support to its Borrowing Member Countries (BMCs) increase the share of Renewable Energy (RE) in their energy mix and reduce their carbon emissions. CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.
CDB, the Executing Agency, through its Economic Infrastructure Division, now wishes to procure consultancy services for the “Feasibility Study of Biogas Generation From Sewage Lagoons”.
The objective of the consultancy is to assess the feasibility of generating electricity from biogas collected at three sewage lagoons in Belize and deliver a Final Report that can be used to guide preparation of project documents for implementation. Accordingly, the assessment will:

Assess the biogas resource available at each lagoon, this includes assessment of the sustainability of supply to the lagoons.

Manage a laboratory study, by a nominated subcontractor, of potential biogas content of raw effluent entering the lagoon, effluent present in the lagoon, and the sludge deposited by septic tank trucks.

Assess the most feasible technological options available for the capture, processing and conversion to electricity, including assessment of climate risk to the system.
The duration of the assignment is expected to be for a period of six months
CDB now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between 9:00am and 5:00pm hours Monday to Friday.
Electronic submissions of the Expressions of Interest must be received by email at the second address below no later than 10:00 a.m., Barbados time, on Monday, May 24, 2021. The Expression of Interest will be deemed to have been received at the time that it is received by CDB. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer. The e-mail containing each submission should include the name and address of the applicant. The subject line shall be clearly marked “Expression of Interest – Consultancy Services for the Feasibility Study of Biogas Generation From Sewage Lagoons”
The Selection Method shall be Quality and Cost Based Selection. Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
