Overview

The Government of St. Kitts and Nevis (GSKN) has received financing through the Green Climate Fund (GCF) Country Readiness Programme and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. In this regard, the Caribbean Development Bank (CDB) has been selected as the Delivery Partner to support the execution of the Readiness Support Institutional Capacity and Coordination and Country Programming.  Payments by CDB will be made only at the request of the GSKN and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financial Grant Agreement.  The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the GSKN shall derive any rights from the or have any claim to the proceeds of the financing.

The Ministry of Sustainable Development (MoSD), in which the GCF National Designated Authority resides, now wishes to procure consultancy services for the position of a Climate Finance Expert.

The objective of the consultancy is to support the National Designated Authority, the wider GSKN entities, private sector and civil society in the development and validation of sector driven climate finance proposals and capacity building, to relevant stakeholders and support the implementation of consultancies specified within the Country Readiness Programme. The duration of the assignment is expected to be for a period of four (4) months.

The MoSD now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects Financed by CDB (2019)[1], setting forth CDB’s policy on conflict of interest for the selection of consultants. In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments and existing commitments.  All information must be submitted in English.

Instructions

Expressions of Interest must be submitted via e-mail to both the first and second addresses below, no later than 16:00 hours (ECT) on March 12, 2021.  Submissions shall include a cover page displaying the name and address of the applicant and clearly marked “Expression of Interest – Consultancy Services for Climate Finance Expert”

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.   The GSKN reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
