Overview

The Government of Grenada (GOGR) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD11 million towards the cost of the “Integrated Solid Waste Management Project” and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOGR and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOGR shall derive any rights from the Financing Agreement or have any claim to the proceeds of the financing.

The Grenada Solid Waste Management Authority (GSWMA), the Executing Agency, now wishes to procure consultancy services for a Monitoring and Evaluation program.

The objectives of  this consultancy are the development and implementation of a comprehensive  result-based Monitoring and Evaluation (M&E) framework for measuring the achievements of project outputs during implementation and the achievement of the intended development outcomes. In addition, the consultancy is expected to contribute to strengthening the M&E capacity within GSWMA, and to establish a system for the long-term M&E of ISWM initiatives in Grenada. In designing a Management Information System for M&E, the Consultant shall accord a high priority towards ensuring sustainability of its operations and that the system can be transferred for use with other initiatives undertaken by GSWMA. Once the system is agreed upon by stakeholders, the Consultant will be required to assist GOGR in establishing arrangements within GSWMA for implementation of the system, which will facilitate informative and summative evaluations of the Project.

The duration of the assignment is expected to be for a period of eighteen(18) months.

GSWMA now invites interested eligible Individuals to submit Expressions of Interest for the provision of this consultancy service.

Eligibility

Individuals shall be eligible to participate if:

  1. The candidate is a citizen or bona fide resident of an eligible country; and
  2. Firms may submit the name of an individual employee for consideration. Such a candidate will be evaluated based on his/her experience and qualifications only. The corporate structure and other attributes of the submitting company will not be considered or assessed

Eligible countries are Member Countries of CDB.

The attention of interested Individuals is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

Instructions

In the assessment of submissions, only the experience and qualifications of individuals will be used in the selection process. Consideration will be given to technical competence, qualifications, local and regional experience on similar assignments. All information must be submitted in English. Further information may be obtained from the first address below between the hours of 9:00 am and 3:30 pm (Monday to Friday).

Electronic copies (in PDF format) of Expression of Interest must be received at the first email address below no later than 3:30 p.m. local time on January 29, 2021 and one electronic copy must be sent simultaneously to CDB at the second email address below. Each submission should include the name and address of the applicant and shall be clearly marked “EXPRESSIONS OF INTEREST: CONSULTANCY SERVICES FOR A MONITORING AND EVALUATION PROGRAM - Integrated Solid Waste Management Project – Grenada.”

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be provided with the Terms of Reference and invited to negotiate a contract to provide the consultancy services. The GOGR reserves the right to accept or reject late applications or to cancel this invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
