Overview

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of Millennium Highway and West Coast Road Reconstruction Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Department of Infrastructure, Ports and Energy (DIPE), the implementing agency now wishes to procure consultancy services for a Monitoring and Evaluation Officer.  A summary of the assignment follows:

The Monitoring and Evaluation Officer’s assignment aims to:

  1. Finalise the logical framework and Results Monitoring Framework for the project including baselines and targets for output, outcome and impact indicators;
  2. Implement results Monitoring Framework to track project implementation and measure the development impact of the project. This includes preparing suitable databases for data collection and analysis; scheduling and conducting data collection activities; and reporting on a regular and routine basis during project implementation; and
  3. Monitor and evaluate overall progress on achievement of results and report to project stakeholders on progress and performance.

The service is expected to be delivered intermittently over a period of approximately 40 months.

The DIPE now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Individual Consultants shall be eligible to participate if:

  1. the persons are citizen or bona fide residents of an eligible country;
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country; and
  3. the consultant is not subject to any restrictions under European Council Regulation No. 2580/2001 of 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.

Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects financed by CDB (2019), setting forth CDB’s policy on conflict of interest for the selection of consultants.

The Consultant should have specialised training, suitable qualifications and at least five years of work experience in programme/project formulation, monitoring, and evaluation; and implementation of Monitoring and Evaluation/Management Information Systems in developing countries or in the evaluation of development programmes/projects.  Expertise and Experience in:

  1. designing tools and strategies for data collection, analysis and production of reports;
  2. analysing data using statistical software;
  3. proven Information and communications technology skills;
  4. strong training and facilitation skills; and
  5. the ability to work as part of a team

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments

Instructions

The candidate shall have the option of submitting electronically or by mail (hard copy).

In the case of electronic submission, electronic copies of the Expressions of Interest must be received at the first email address below no later than 9:00 a.m. on Wednesday, October 21, 2020 and must be copied simultaneously to CDB at the second email address below. The email subject line shall be clearly marked “Expression of Interest – Monitoring and Evaluation Officer, Millennium Highway and West Coast Road Rehabilitation Project – UKCIF” and the body of the email shall confirm the name and contact details for the Consultant.  In the case of submission in hard copy, three (3) hard copies of the Expressions of Interest must be received at the third address below no later than 9:00 a.m. Saint Lucia local time on Wednesday, October 21, 2020 and an electronic copy should be sent simultaneously to CDB at the second address below.  The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Monitoring and Evaluation Officer, Millennium Highway and West Coast Road Rehabilitation Project – UKCIF.”

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.  GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
