Overview
The Government of Montserrat (GOM) has received financing from the Caribbean Development Bank (CDB)-United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Montserrat Port Development Project (Project), and intends to apply a portion of the proceeds to eligible payments under a contract for the construction of the Port Development Works. Payment by CDB will be made only at the request of GOM and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Grant Agreement. The Grant Agreement will prohibit a withdrawal from the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOM shall derive any rights from the Grant Agreement or have any claim to the proceeds of the Grant.
The Ministry of Communications Works, Energy and Labour (MCWEL) is the Implementing Agency for the Project. MCWEL has retained Stantec Consulting International Ltd. (the Consultant) to assist with the coordination and execution of various activities associated with the Project, including the procurement process for the Port Development Works. MCWEL intends to pre-qualify Design-Build Contracting Services for the Montserrat Port Development Project. It is expected that Invitations to Bid will be issued in March 2020.
The development site is located in Little Bay, Montserrat West Indies. The works will include:
- Marine Structures: Jetty and Roll on and Roll Off Ramp
- Dredging
- Civil Works
- Coastal Protection
- Other associated works
Prequalification will be conducted through prequalification procedures specified in the CDB’s Guidelines for Procurement January 2006 (Guidelines), which can be found at the www.caribank.org/work-with-us/procurement.
Eligiblity
Eligible firms or joint ventures of firms are those which are legally incorporated or otherwise organised in, and have their principal place of business in, an eligible country and are either:
- More than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or
- Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country, and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).
The list of eligible countries has been extended to all countries subject to the approval of CDB’s Board of Directors.
- The pre-qualification requirements for bidding will include the following:
- A minimum average annual construction turnover (defined as billing for works in progress and completed) over the last three (3) years of US$10 Million;
- Demonstrable minimum cash flow (including access to credit) of US$10 Million equivalent;
- Experience as prime contractor in the construction of at least three (3) assignments of a similar nature (Port/Marine projects), scope and complexity comparable to the proposed project activity within the last ten (10) years (to comply with this requirement, works quoted should be at least 80 percent complete).

GOM reserves the right to accept or reject all applications or to cancel the pre-qualification process. GOM will not be bound to assign any reason for including or not including any applicant, and will not defray any costs incurred by applicants in the preparation and submission of documents.The Procurement Unit will confirm the receipt of all PD submittals, and will notify all firms submitting a PD of the final list of contractors who will be invited to bid.
