Overview
GENERAL PROCUREMENT NOTICE
The University of the West Indies (UWI) Mona has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD909,000 (Nine hundred and nine thousand United States Dollars) towards the cost of the implementation of the ‘Strengthening Water Resources Management and Climate Resilience in Coastal and Inland Watershed Communities in Jamaica’ Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of the UWI Mona and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the UWI Mona shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The following consultancy assignments will be procured under the project:
- Project Coordinator
- Technical Assistant (Water Resource Management)
- Technical Assistant (Chemical Analysis)
- Technical Assistant (Artificial Intelligence Modelling)
- Technical Assistant (Sensor and Wireless Network System Design and Development)
- Technical Assistant (Community Resilience)
- Computer Programmer
- Engineering Hydrologist
- Statistician
- Website Developer
- Social Scientist
- Media and Communications Consultant
It is expected that these will be procured during the period February 2025 to October 2025.
The following goods and non-consultancy services will be procured under the project:
- Field and laboratory equipment to support evaluation of surface and groundwater resources.
- Equipment and software to support early warning systems and enhancing disaster risk reduction
- Remote Sensing, AI and NVivo Qualitative Software
- Spectrum License Fee
- Equipment (laptop, digital voice recorders etc)
- Facilitate workshops, training sessions and community meetings
- Transportation, facilitation and related services for workshops, training sessions and community meetings
- Supplies for surface and groundwater quality analyses
- Farming supplies
It is expected that these will be procured during the period March 2025 to January 2026.
Eligiblity
Consultants, contractors and suppliers from member countries of CDB and other countries eligible for procurement under the European Union (EU)-funded programme, which are not CDB member countries. Potential bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website as well as detailed eligibility criteria as mentioned in the EU Eligibility Rules.
