Overview
The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD1,225,896 (One million two hundred twenty-five thousand eight hundred ninety-six United States Dollars) towards the cost of the implementation of a Multi-Hazard Impact Based Forecasting and Early Warning System for the Belize River Watershed-Belize Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOB and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
Eligiblity
Consultants, Contractors and Suppliers from member countries of CDB and other countries eligible for procurement under the European Union (EU)-funded programme, which are not CDB member countries, in accordance with the EU Eligibility Rules will be eligible to participate in these procurement opportunities. Potential bidders and proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January,2021), as published on CDB’s website.
Instructions
The following consultancy assignments will be procured under the project:
- Consultancy Services to Establish a High Availability Kubernetes Server Cluster for the National Meteorological Services.
- Consultancy Services to update and Expand Flood Early Warning Systems (FEWS) and Conduct Training on FEWS Operation, Configuration and Maintenance.
- Consultancy Services to Conduct Risk Analysis and Vulnerability Assessment for the Belize River Watershed
- Consultancy Services- Development of a Multi-hazard Impact-Based Forecast and EWS for the National Meteorological Service (NMS)
- Consultancy Services - Capacity Building and Training for the NMS and National Emergency Management Office of Belize;
- Project Coordinator
- Procurement Consultant
It is expected that these will be procured during the period March 2024 to November 2025
The following goods will be procured under the project:
- Procurement of computer systems and components to support data retrieval, processing, and programming.
- Procurement of weather station parts (dataloggers, cell modems, satellite transmitters, rain gauges, temperature sensors, temperature and relative humidity sensors, wind sensors, solar radiation sensors, and barometers).
- Procurement and installation of a Geonetcast-Americas Satellite Reception System.
- Acquisition of additional tsunami equipment for at-risk coastal communities.
- Procurement of promotional items, radio and tv ads, etc. for public education campaign for MH-IBF-EWS and NMS mobile app.
It is expected that these will be procured during the period March 2024 to November 2025
