The Caribbean Development Bank (CDB), which is developing a Gender Implementation Guidelines template for its Borrowing Member Countries (BMC), is hosting a workshop for senior education officials mainly from the Organization of Eastern Caribbean States (OECS) on February 3 and 4, 2015 in St. Lucia. The workshop is on the Development of Gender Implementation Guidelines for the Development and Implementation of Education Sector Development Plans. The Gender Implementation Guidelines (GIG) being developed by CDB will be based on the principles and strategies of the Caribbean Gender Differentials Framework for education. The template will better support the inclusion of gender equality outcomes in the design and implementation of Education Sector Development Plans, and will be a practical tool to operationalize gender equality principles in these plans. The Bank will use the implementation of the Organization of Eastern Caribbean States Education Sector Strategy (OESS) as the Pilot. Using the OESS allows for the GIG to be based on an approved sector strategy, as well as provide guidelines to support its implementation. Since OECS countries have agreed to align their ESDP to the OESS, it is expected that this will facilitate a more effective application of the GIG in ESDP. The two-day GIG validation and capacity-building workshop in St. Lucia aims to build consensus around the use of the GIG for the OESS and national ESDPs, agree on process for adopting and implementing the GIG for the OESS and national ESDPs, and enhance the capacity of key stakeholders to support the application of the GIG in the design and implementation of national ESDPs. The workshop will also serve to provide identify any additional support required for the successful regional and national implementation of the GIG. Participants at the workshop include Education Planners from OECS countries, as well as representatives of Chief Education Officers, national Gender Bureaus, the Institute of Gender and Development Studies (University of the West Indies), the CARICOM Secretariat, UNICEF and the Education Development Management Unit/OECS Secretariat.
