CDB at COP 29

The Caribbean needs urgent, scaled-up climate action focused on resilience, adaptation, and sustainable development. At COP 29 in Baku, Azerbaijan, CDB will advocate for greater global support and action.

Key messages include the need for increased climate finance through a New Collective Quantified Goal, focusing on Small Island Developing States and urging international collaboration on sustainable, climate-resilient development. CDB's initiatives, such as climate-proofed infrastructure projects, renewable energy investments, and support for climate-smart agriculture, underscore the critical role of enhanced funding and capacity-building in transforming Caribbean economies toward sustainability.

During the two-week event, held from November 11 to 22, 2024, members of the CDB delegation will participate in dialogues with partners and stakeholders who can make a significant difference in the thrust to modify the global financial architecture to ensure small developing states, such as CDB’s Borrowing Member Countries, receive the support needed to survive this growing scourge.

The Caribbean: Catapulting through Climate Change yet Breaking the Fall

Climate Finance Effectiveness in the Caribbean 

Significant emphasis is often placed on the quantum of climate finance that is provided and mobilised in a given year. While undoubtedly important, increasing quantities of climate finance is not sufficient. It is similarly important to ensure the underlying quality – or ‘effectiveness’ – of climate finance is responsive to countries’ needs. This one-hour side event will therefore aim to:  

  • explore how climate finance effectiveness is viewed by Caribbean stakeholders;  

  • enhance understanding of the factors that can impact the effectiveness of climate finance; and  

  • discuss and raise awareness about new strategies, tools and approaches for both increasing climate finance flows to the Caribbean and improving their effectiveness over the coming years, including the new CDB Climate Change Project Preparation Fund.

Enhancing Strategic Collaboration Across Organisations of African, Caribbean and Pacific States for Climate Disaster Resilience 

The proposed Organisations of African, Caribbean and Pacific States (OACPS)/CDB side event will:  

  • Raise awareness about the high exposure and vulnerability of OACPS countries to climate change and natural hazards.  

  • Identify key challenges and success stories from the Disaster Risk Reduction Programme (DRRP) that can inform the design and implementation of future DRRPs. 

  • Emphasise the importance of strategic collaboration to mobilise resources and implement transformative actions that enhance resilience in OACPS countries.

SuRGE and the Caribbean Energy Transition 

This one-hour side event will:  

  • Raise awareness about the new Supporting Resilient Green Energy (SuRGE) programme and the types of support it is already providing (and can/will provide to additional CDB client countries).
  • Increase interest among client countries and other energy sector stakeholders to engage with CDB/SuRGE and benefit from its support. CDB will also use the event to encourage other partners to pursue similar or complementary programmes with CDB to further expand the pool of concessional resources to support the regional energy transition. In so doing, the side event will aim to address the following guiding questions:
    • What is the new SuRGE programme?
    • What types of support are being/will be provided through SuRGE?
    • How does SuRGE address barriers that are inhibiting an inclusive sustainable energy transition?
    • How can/should energy sector stakeholders engage to support these efforts/goals?

Strengthening Hydro-meteorological and Early Warning Systems in the Caribbean

The side event aims to bring attention to the adverse impacts of climate change through discussion related to strengthening and streamlining regional and national systems and capacity related to weather forecasting, hydrological services, multi-hazard impact-based warnings and service delivery for enhanced decision-making, in particular the preparedness and response capacity of individuals, institutions and communities. The event is informed by the UN’s “Early Warning for All initiative (EW4All)” and the CREWS Caribbean initiatives.
