Delivering Results through Capacity Building
Resilient, effective, and responsive public institutions are the foundation of a brighter future for the Caribbean. The Caribbean Development Bank’s (CDB) Special Development Fund (SDF) recognises this and has committed to strengthening institutional capacity across its Borrowing Member Countries (BMCs). Through strategic investments in training, technical assistance, and institutional strengthening, the SDF is building the capabilities of government institutions to deliver better outcomes for their citizens.
Focus on Results
The SDF’s capacity-building efforts are guided by a focus on results, ensuring government officials and institutions are equipped to respond effectively to the region's challenges. Key areas of impact include:

Training and Workshops - SDF-supported programmes provide government officials with essential skills in public administration, policy development, financial management, and project planning. These targeted initiatives empower officials to excel in their roles, enhancing the efficiency and effectiveness of public service delivery. |

Flagship Initiative
A flagship initiative of the SDF, the PPAM/PCM Programme addresses capacity constraints in the regional public sector. Over four years, nearly 1,800 participants benefitted from training, completing over 200 online courses.
The programme’s results speak volumes:
- 88% of participants reported feeling better equipped to perform their roles.
- Participants are adopting new approaches to work, improving efficiency and outcomes.
- 60% of supervisors noted significant improvements in staff capabilities.
By enhancing skills in policy analysis, procurement, and contract management, the PPAM/PCM programme has contributed to more effective resource allocation and improved service delivery.
