The Head of the Office of Integrity, Compliance and Accountability (HICA) provides strategic leadership for CDB’s independent function that upholds the Bank’s integrity, ethics, compliance, and accountability standards. Reporting functionally to the Board through the Oversight and Assurance Committee and administratively to the President, the HICA leads a multidisciplinary team responsible for investigations, whistleblower protection, ethics, AML/CFT compliance, and the projects complaint mechanism. The role is central to preventing and addressing misconduct in Bank-financed activities, promoting good governance, ensuring adherence to internal policies and international standards, and advising staff, management, and the Board while collaborating with peer institutions to strengthen institutional frameworks. 

Division Chief, Economic Infrastructure

Reporting to the Director of Projects, the Division Chief (DC), EID contributes to the strategic and operational management of the PD.  The DC, EID’s accountability covers responsibility for delivery of the Division’s work programme, quality of work, results, and risk management, including compliance with Bank policies and procedures.  As a member of the PD management team, that accountability extends to the modeling of appropriate behaviours and the relevant competencies (listed below).

As leader of the EID team, the DC is expected to provide general guidance, technical and procedural expertise, and advice to his/her team on complex tasks.  He/she is expected to contribute knowledge and experience to the various document review processes within the Operations Area and across the Bank.  In terms of results, the DC, EID is accountable for the management, development and execution of the project cycle management process for CDB-funded capital and TA projects for infrastructure sectors.  The DC, EID is supported in the delivery of these results by a team of middle managers, technical officers and administrative staff.

Division Chief, Procurement Policy

The Division Chief, Procurement Policy (DC,PP) leads the Bank’s Procurement Policy Division, serving as custodian of CDB’s procurement framework and ensuring that Bank-financed resources are used efficiently, ethically, and transparently to deliver development impact and value for money. Reporting to the Director, Projects, the role provides strategic leadership, technical oversight, and capacity development to Bank staff and Borrowing Member Countries, and leads procurement support across the Bank’s loan and grant portfolio. As the Bank’s principal procurement expert, the DC,PP supports country procurement assessments, procurement reform, e-procurement, and governance and anti-corruption initiatives, while advancing MDB harmonisation to strengthen development effectiveness. The role requires strong stakeholder engagement and communication skills and represents CDB on the Heads of Procurement of MDBs Group.

Director, Strategy and Development Effectiveness

Director, Strategy and Development Effectiveness (DSDE) will provide effective leadership toward the attainment of CDB’s Strategic Objectives by further crystalising the organisation’s role as a changemaker and provoker in the development space, while strengthening the Bank’s development effectiveness and results culture to ensure that strategy translates into measurable impact. This role will be highly visible within the Bank and requires a collaborative high-functioning professional with a solid track-record of delivery to lead with initiative and tenacity. The DSDE must be a multi- disciplinary thinker who can serve as the connective tissue between departments, providing a framework for their respective strategies and the resources to deliver on the Bank’s collective objectives. The role reports to the Vice President, Operations and is a member of the Bank’s senior management team.

Director, Human Resources and Administration

As head of the Human Resources and Administration Department, the Director, Human Resources and Administration (DHR&A) provides strategic leadership and executive oversight for the Bank’s human resources and administrative services portfolios, and serves as a member of the senior management team of the Bank, reporting to the Vice-President (Corporate Services).

The DHR&A is accountable for the development and implementation of integrated people and workplace strategies that support a high-performing, engaged workforce and safe, secure, and resilient workplaces and administrative services, while ensuring the Bank remains adaptable and future-ready within an evolving organisational and operating environment.
